 Those responsible for exploiting children through technology must be held accountable, while children and survivors must remain at the center of our response.

 Child safety and constitutional protections are not opposing goals. Pennsylvania should pursue laws that are effective, narrowly tailored, and capable of standing up to legal scrutiny. 

WHY THIS MATTERS

AI can make it easier to manipulate images, create convincing fabricated content, and facilitate new forms of online exploitation. The technology is moving quickly. Child-protection systems must be prepared to recognize, report, investigate, and respond to emerging threats.

This is not about fearing technology. It is about making sure technology never becomes a tool that makes the sexual exploitation of children easier, more scalable, or harder to address.

Children’s safety must not become the price of technological progress.

WE, THE UNDERSIGNED, CALL ON THE PENNSYLVANIA GENERAL ASSEMBLY TO MAKE THE PROTECTION OF CHILDREN A

We urge Pennsylvania lawmakers to:


  • Pass Senate Bill 1050;
  • Strengthen Pennsylvania’s ability to identify, report, investigate, and respond to emerging forms of technology-facilitated child exploitation;
  • Invest in education and prevention for children, parents, educators, and mandated reporters; and
  • Continue working with child-safety organizations, law enforcement, prosecutors, educators, technology experts, and survivor-informed advocates to ensure Pennsylvania’s child-protection framework keeps pace with technology.


Children’s safety must not become the price of technological progress.
